Plug Power and Hy2gen boost French hydrogen hub

Partnership on Provence project highlights Europe’s shift toward smaller, faster renewable hydrogen hubs

Plug Power and Hy2gen have agreed to collaborate on a renewable hydrogen project in southern France, marking another step in Europe’s move from policy planning to practical deployment of low-carbon energy.

The two companies signed a non-binding letter of intent on December 4, 2025, to work together on Hy2gen’s Sunrhyse project in the Provence-Alpes-Côte d’Azur region. The planned 5 megawatt facility will produce hydrogen using renewable electricity, underscoring a trend toward smaller, locally focused hubs that aim to reduce both development risk and lead times.

Sunrhyse is designed to meet the EU’s renewable fuel standards for non-biological origins (RFNBO), ensuring the hydrogen qualifies as renewable under European climate rules. These standards have proved a major bottleneck for developers, as compliance is required to access EU support schemes and to count toward national emissions targets. By embedding certification requirements early, Hy2gen aims to streamline permitting and attract long-term industrial customers.

Plug Power’s involvement extends beyond supplying electrolyser equipment. The US company plans to support logistics and hydrogen delivery to regional industrial and transport users, seeking to address a long-standing imbalance in the market between uncertain demand and limited supply.

“Connecting production and delivery at the local level helps close the investment gap that has slowed the sector,” a Plug Power executive said.

Industry analysts view the partnership as part of a broader European shift toward decentralised hydrogen ecosystems rather than single, large-scale complexes. Smaller regional hubs are seen as more flexible, easier to finance, and better aligned with evolving policy incentives.

The agreement remains preliminary, with final contracts, permits, and financing yet to be completed. Nonetheless, both companies see the collaboration as a model for how Europe’s hydrogen rollout could accelerate through targeted, integrated projects.

If successful, Sunrhyse could offer a template for similar ventures across the continent, suggesting that Europe’s hydrogen market may advance not only through technological innovation but also through coordinated regional partnerships.
