Europe's hydrogen ambitions gained momentum this summer as Rotterdam completed construction of a 32km hydrogen pipeline, the first section of the Netherlands' planned national network.

The line, operated by state-owned Gasunie, has now entered testing and commissioning. Full operation is scheduled for April 2026. Engineers built the pipeline under challenging conditions, routing it beneath a dense web of roads, waterways, rail lines and existing utilities without disrupting port activity.

The pipeline will carry hydrogen produced at Maasvlakte to heavy industries in Pernis, including refineries and chemical plants. Over time, the route is intended to extend into Belgium and Germany, creating a cross-border system to speed the movement of clean energy. "This marks the start of a true hydrogen backbone," said a spokesperson for Gasunie's hydrogen arm, Hynetwork. "Rotterdam is not just serving its own industry but positioning itself as a gateway for Europe."

European ports are competing to become hubs for the emerging hydrogen economy. Rotterdam is focusing on rapid delivery of infrastructure, while other regions emphasise renewable production or offshore wind integration. Analysts say the ability to execute complex projects quickly could help the Dutch port attract investment and long-term supply contracts.

Uncertainty remains over how fast the wider network can scale. Tariff regimes, safety standards and market rules are still under development and will influence competitiveness. "Momentum is there, but the rules will decide how far and how fast hydrogen moves," one energy analyst said.

For now, the Rotterdam project offers a visible signal that Europe's hydrogen transition is moving from plans to physical assets. With its first artery nearing completion, the Netherlands has placed itself at the centre of Europe's clean energy ambitions.
